there is also a minimum capacity (I don't know if Clermont's ground meets this) so maybe that's the issue.

I thought the rule was very clear to all - The semi is played in a Neutral venue in the 'Home' team's country. So what's the issue?

I thought the rules of the competition were that Semi-finals were played at Neutral grounds in the "home" teams country?
So regardless of the condition of the Clermont ground, the Semi couldn't be played there.. Or have the rules changed?
